Oregon's foster care system is being pushed to its limits. That's the upshot of a consultant's draft report released Thursday by the Oregon Department of Human Services. The report is the result of a call for an independent investigation last fall by Oregon Governor Kate Brown.

The costs associated with the 41-day armed occupation of the Malheur National Wildlife Refuge are still being tallied up. They include police overtime, lodging, meals and fuel. Initial estimates show the total will easily top $1 million.
